It would seem that they failed to clear the last stair. Getting permits to go stunting on a historical monument probably did cost quite a lot.

Yeah I wondered about that too. If you look at the helicopter shot, it looks like they set up a tire wall due to a left turn, and handrail on the left side. Doesn’t look like the full length would fit on the pad at the top of the stairs.
